Business Emergency Operations Center

The Governor’s Office of Homeland Security and Emergency Preparedness (GOSHEP) set up the Business Emergency Operations Center (BEOC) to review initial proposals. These proposals are evaluated either as:

  1. already approved mechanical or industrial implementations;
  2. logistical resources available to support the response; or
  3. alternative response technologies (ARTs).

If the proposal is an ART, it is forwarded to the Academic Advisory Panel.

Academic Advisory Panel

The Academic Advisory Panel (AAP) was set up by the Governor’s Office of Homeland Security and Emergency Preparedness (GOSHEP) to evaluate the ART proposals scientific, technical and fiscal possibilities for possible application in the response effort. Since its inception, all approved proposals have been forwarded to the Joint Incident Command Center. Now, beginning June 28, 2010, these approved ideas are also being forwarded to the Louisiana Department of Environmental Quality (DEQ) Protocol Working Group to prepare a Field Test Protocol.

DEQ Protocol Working Group

The DEQ Protocol Working Group is developing protocols for field testing of approved ART proposals. These field tests are designed to be limited in scope, duration, and impact. All approved protocols are additionally to be accompanied by an authorized party responsible for the proposal stating the application of this product or technology shall not adversely impact human health or the environment under penalty of law pursuant to La. R.S. 30:2025.

Approved Protocols

Approved protocols and listed here in a menu format for specific parishes to request for field testing. Each parish may have unique ecological needs which may be best addressed by one or more particular ART proposals.

EPA Expedited Approval Process

For proposals not on the NCP approval list

Products with approved protocols of proposals that are already on the EPA National Contingency (NCP) Plan Product Schedule may be selected by requesting parishes for field testing. However, if it is not on the schedule, the proposal along with the accompanying protocol is sent to EPA for an expedited evaluation as to whether it can be NCP approved. Sorbents, devoid of any and all surfactants and dispersants, are not required to be on the schedule prior to a field test, but must still go through Regional Response Team 6 approval, listed below, prior to application.

Regional Response Team 6 Approval

Parishes request Regional Response Team 6 (RRT6) approval of all field tests of any products whose application will result in a discharge to the water. Implementations of processes, which are mechanical in nature only, do not require RRT6 approval prior to field test.

Parish Field Testing

Parish field tests of ART proposals may be either:

  1. pending;
  2. in progress;
  3. awaiting final results; or
  4. concluded.

Results Summary

Concluded field tests results are to be posted in a timely manner and provided to the Joint Incident Command for their determination as to possible full scale application of the ART proposal in conjunction with other response measures so as to offer the greatest possible impact to preserve and protect our endangered natural resources and wildlife.
